NextGEN Gallery : Tables could not created, please check your database settings

Have you seen the following error when trying to install NextGEN Gallery, FLAGallery or a similar gallery?
NextGEN Gallery : Tables could not created, please check your database settings
For my particular situation, it works like this…
- I only have issues with sites that were created prior to a MySQL version update
- Those particular databases are encoded – (‘DB_CHARSET’, ‘latin1’)
- I have set this value above in my config file or…when set as (‘DB_CHARSET’, ‘utf8’)…I get special characters appearing throughout my existing content
- That said, when I change my config file to (‘DB_CHARSET’, ‘utf8’) I am able to install the gallery without issue
- Once installed I change back to (‘DB_CHARSET’, ‘latin1’) and everything works fine
